Availability of lifts

For the underground and overground stations listed below, I would like to know of all instances where the station's lifts have been out of order, and the length of time that they have been out of order in each instance, over the last 12 months (from the start of September 2018 up to the most recent date when data is available). - Walthamstow Central - Blackhorse Road - Edmonton Green - Tottenham Hale

Thank you for your request received by Transport for London (TfL) on 13 September 2019 asking for information about lift availability.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.

The information you asked for is available on our website using the following link: https://tfl.gov.uk/corporate/publications-and-reports/lift-availability. Please note in accordance with section 21 of the FOI Act, we are not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere. Upon opening the spreadsheet you can use the Data/Filter tool to then filter the information by specific stations.

The final quarter’s worth of data for 2018/19 will be published shortly. In accordance with the FOI Act, we are not obliged to supply this data as it is subject to a statutory exemption to the right of access to information, under Section 22 of the Act.  In this instance the exemption has been applied as the information you have requested is intended for future publication.

This exemption is subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure. In considering the public interest we recognise the expectation of openness and transparency placed on public authorities by the FOI Act. However, in this case that expectation is met through the routine publication of the requested material. The guidance from the Information Commissioner on the use of the section 22 exemption states that, “The closer to the date of publication, the more reasonable it is likely to be for the public authority to withhold the information until publication has taken place.” Given it will only be a short period of time until the data is published we believe that it is reasonable to apply the exemption in this case, and for the information to be issued in line with our planned processes.
