You asked

Please could I request information in regards to Penalty Charge notices served in the financial year 2018-2019, due to none payment of ULEZ. How many received the PCN because of paying fraudulent company the ULEZ charge by mistake, rather than the TFL. Any information you have on investigations into fraudulent ULEZ companies on Google, and actions of the investigation. Dates inclusive : 1st of April 2018 to the 1st of April 2019

Thank you for your request received by Transport for London (TfL) on 12 September 2019 asking for information about the ULEZ and PCNs issued.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require.

London’s toxic air is a public health crisis and we’re committed to tackling it. The introduction of the ULEZ on 8 April 2019 and its expansion to the North and South Circulars in 2021 is not about making money, but about improving the health and wellbeing of thousands of Londoners.  Around half of London's air pollution is caused by road transport and there is no way to make a massive improvement to London’s air quality without taking the most polluting vehicles off the road. The majority of toxic road transport emissions come from cars, so we need to take action to encourage people to drive less and upgrade to cleaner vehicles.

We did not issue any Penalty Charge Notices (PCNs) for non-purchase of the daily ULEZ charge in the financial year 2018-2019 as the scheme did not come into effect until 8 April 2019 (financial year 2019/20).

We do not record how many ULEZ PCNs have been issued as a result of customers making charge payments through unofficial payment websites. If you have received a penalty as a result of making payment through such a site then you can contact our Road User Charging correspondence team at [email protected].
