Thank you for your email received on 5 October 2018.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. You asked:

I understand that the Gerrard report setting out possible cost savings for Crossrail 2 has now been completed. I should like to see a copy.

I can confirm that the report you have referred to has not yet been completed.

Therefore, please note that we are not obliged under the EIR to supply this information as it is subject to a statutory exception to the right of access to information under Regulation 12(4)(d), which provides that a public authority may refuse to disclose information to the extent that a request for it relates to material which is in the course of completion, to unfinished documents or to incomplete data.

The Independent Affordability Review, chaired by Mike Gerrard has produced a draft interim report setting out a series of recommendations which has been submitted to the Mayor and the Secretary of State for Transport for review. A copy is held by TfL. However this interim report remains a document in progress as Mr Gerrard will be adding additional information and content to the Independent Affordability Review itself in order to complete this report. It is our intention to publish the report once it has been finished and submitted to the Mayor and Secretary of State in its final state. Work is ongoing in relation to the report but we anticipate that it will be finished and published in 2019. 

This exception is subject to a public interest test, which requires us to assess whether the public interest in applying the exception outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the publication of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided in a complete and accessible manner.
