Impact of Battersea High Street Road Closure on Battersea Park Road

Dear Transport for London,
Wandsworth Council submitted a notice (ID: SUT1918887) - ES/TMO/1822 in order to close Battersea High Street at the junction with Simpson Street to the A3.
They have a statutory duty to inform you - however, there is no record of this notice on their website. Can you confirm you received this notice?
Given that the traffic now exits Simpson Street onto the A3 (Battersea Park Road) next to the bus stop - (where 2 deaths occurred last year when Battersea High Street was closed) - can you confirm that you approved this ES/TMO/1822 without objection?

Thank you for your request received by Transport for London (TfL) on 5 December 2020 asking for information about TMO reference ES/TMO/1822 regarding the closure of Battersea High Street at the junction with Simpson Street to the A3.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require.
Battersea High Street is a borough road and not on the Transport for London Road Network (TLRN) so the Borough are responsible for making the traffic orders.
The Traffic Order you’ve asked about is available on LB Richmond and Wandsworth’s website under their traffic notices section. Please see the following link:

We do not approve experimental traffic orders on borough roads; the Council are the Traffic Authority not TfL and only they can make it; however where their scheme has or is likely to affect the operation of the TLRN, a strategic road or the road in another Borough then they are required to also submit a TMAN notification to TfL in accordance with section 121B of the Road Traffic Regulation Act 1984. LB Wandsworth notified TfL of their intention to temporarily pedestrianise Battersea High Street under TMAN reference N2004549. The response to this notification was ‘no objection’ as the expectation was that this proposal will have minimal impact on the TLRN, the SRN and the roads of other Boroughs.
