Thank you for your request received by Transport for London (TfL) on 22nd October 2022 asking for information about ULEZ charge refunds.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:
“Under the Freedom of Information Act, can TFL please now inform me whether any individual/s and how many individuals have been refunded the £12.50 daily charge following appeal. If so, also the nature of the appeals and reasons for refunds?”
The LEZ Scheme Order, which outlines how we must run the ULEZ, does not facilitate the refund of daily ULEZ charge payments and it does not provide an appeals process for motorists to claim a refund of daily charge payments.
We do have powers of discretion to issue a refund and since the launch of ULEZ on 8 April 2019 we have issued 4,789 daily charge refunds, 340 of which have been made for charges prior to or on the date of travel. To put this in context, we currently receive an average of more than 34,000 ULEZ charge payments each day. All refunds are discretionary and we do not record the specific reason for the refund.
We do not record the payee of a ULEZ charge and therefore we do not hold the information on how many individuals have received refunds.
