Thank you for your request received by Transport for London (TfL) on 4 October 2018. I apologise for the delay in replying to you.
Your request has been processed in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you requested. You asked:

concerning progress of the construction of the Elizabeth Line from 1st January 2017 to date.
Crossrail Limited is a wholly owned subsidiary of Transport for London. The Crossrail programme is jointly sponsored by the Department for Transport and Transport for London (the Sponsors). Sponsors report on project progress to Ministers (through DfT) and the Mayor (through TfL). Crossrail Limited has in place formal and informal reporting to ensure both Sponsors and the Crossrail Board have oversight of the project. It is rare for Crossrail Limited to send direct communications to the Mayor or deputy Mayor, though it does, on occasion, attend TfL’s regular meeting with the Mayor to provide updates on the project.
Sponsors have oversight of the project via the Joint Sponsor Board and through independent assurance undertaken by the Crossrail Project Representative. Sponsors are also represented on the Crossrail Board.

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
