Please can you provide me a copy of London Underground’s Security Industry Authority (SIA) licence, and official published or non published guidance on what CCTV can be used for within the organisation, in particular in relation to disciplinary matters.

Thank you for your email received by us on 3 October 2018 asking for information about the Security Industry Authority (SIA) licence, official guidance on CCTV usage within Transport for London (TfL) and in reference to disciplinary matters.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.  I can confirm we hold some of the information you require. You asked for:

a copy of London Underground’s Security Industry Authority (SIA) licence,

In accordance with SIA guidance, an SIA licence is only required for contract security staff. Station staff that undertake security duties as well as other duties are considered to be in-house, which falls outside the remit of the SIA and Private Security Industry Act (PSIA).

Contract security staff that manage security at locations such as depots are outsourced to companies such as MITIE and Initial.

The exporting of CCTV data is conducted by SIA licensed CCTV operators from our manned guarding provider, Interserve, under the authority of London Underground’s Data Manager.
