I would like to know if this was their first Licence or has another licence been Issued before/or either of the above named and If so what date was/were it/they issued and what was the Licence Number(s). I would like to know whether or not theperson/persons named above was/were required to speak English when applying for his/their Licence,and If so what documents has he/they produced to prove he/ they speak English

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our Information Access Policy. I can confirm we do hold some of the information you require.

Please note that in accordance with TfL’s obligations under Data Protection legislation we are not able to provide the personal data on the two individuals you asked about as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
