Cleaning on A406 between ilford to barking

I am writing regarding the state of the A406 circular which is on mews between junction ilford to barking. There are many objects on the side toad like plastic bags, tyres and even mattresses. These objects some time cause safety concerns as well. I have seen some objects on the middle and side of A406. Which cause a problem for traffic. I dont know why people dump all their rubish there. They should get heavy fined for dumping their rubish including heavy objects . They should treat these places like their home. Please can you update me on when the A406 between the ilford junction and the barking junction will be cleaned? And also please there should be a notice that whoever will dump rubish here will get heavy penalty. So people should think twice to dump their rubush again.
