Thank you for your request received by Transport for London (TfL) on 8 November 2021, asking for information about the Fox Lane Quieter Neighbourhood scheme.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the data you require. You asked for:
any reports prepared for TfL or Enfield Council on the impacts of bus journey times of the Fox Lane Quieter Neighbourhood scheme on bus routes neighbouring the scheme.
any evaluation or assessment reports in relation to bus transport prepared for Enfield Council in relation to the Fox Lane Quieter Neighbourhood scheme since 2019
and/or any reports on impacts on bus journey times of the above scheme prepared for Enfield Council between September 2020 to date
However, it is being withheld under section 22 of the FOI Act. Section 22 provides an exemption to the release of information where it is due for publication at some future date and where, in all the circumstances of the case, it is reasonable to withhold it until publication.
In this instance a report on the bus journey times is expected to be published on the London Borough of Enfield’s website in January/February 2022. We believe, at this stage in the project, it is in the public interest to withhold this information until data collection and analysis is complete, and the information can then be presented as a full package for robust deliberation.
The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities and the particular public interest in disclosure of this information. However in this instance, it is considered that the public interest favours the publication of the report, in context and according to the planned schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner. This argument is further strengthened by the fact that the publication date of this report is in the very near future and will contain accurate information.
