Thank you for your request received by Transport for London (TfL) on 4 September 2019 asking for information about ULEZ PCNs.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.

London’s toxic air is a public health crisis and we’re committed to tackling it. The introduction of the ULEZ on 8 April 2019 and its expansion to the North and South Circulars in 2021 is not about making money, but about improving the health and wellbeing of thousands of Londoners.

Around half of London's air pollution is caused by road transport and there is no way to make a massive improvement to London’s air quality without taking the most polluting vehicles off the road. The majority of toxic road transport emissions come from cars, so we need to take action to encourage people to drive less and upgrade to cleaner vehicles.

Your questions and our response are below:

1. How many individuals have received a PCN for travelling into a ULEZ in London?

As the ULEZ scheme was new, between 8 April and 10 May we issued warning notices rather than PCNs. Between 11 May and 16 September, we have issued 266,991 PCNs for non-purchase of the daily charge. Figures are correct as of 16 September 2019.

2. How many individuals have made successful representations following a PCN issued for driving into a ULEZ in London without payment?

Of the PCNs issued, 15,937 representations have been accepted. Figures are correct as of 16 September 2019.

3. How much money has TFL collected through PCNs issued for ULEZ offences since the launch of the ULEZ

The payments received from PCNs total £12,988,981. Figures are correct as of 16 September 2019.
