In relation to PIN 2016/S 143-259408 can you please provide me with the following information: 1. The Briefing Paper issued to all potential suppliers who participated in the market sounding exercise (which details specific questions which TfL is particularly interested in securing supplier comment on.) 2. Details and responses to the market engagement exercise on which the decision to proceeed with a second PIN relating to the SITS project for the RTO SCOOT procurement. 3. The TfL report / findings / justification / recommendations (or similar) for the SCOOT as the selected system for Londons tramsport system

Thank you for your request received on 3 October 2017 asking for information about PIN 2016/S 143-259408.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked for:

1. The Briefing Paper issued to all potential suppliers who participated in the market sounding exercise (which details specific questions which TfL is particularly interested in securing supplier comment on.)

Please find attached the Real Time Optimiser (RTO) Commercial Partnering Arrangement – Briefing Paper which was issued to the marketplace upon request, along with the supporting appendices.

2. Details and responses to the market engagement exercise on which the decision to proceeed with a second PIN relating to the SITS project for the RTO SCOOT procurement.

We received 33 responses from the marketplace, three were from the incumbent SCOOT owners and 30 from the wider market. With these responses we gained confirmation that they concur with our approach to market and that the wider market would not be able to deliver within these reasonable constraints. The three SCOOT owners also confirmed that they were able to fulfil the requirement going forward. A full list of respondents is provided below:
