Our Ref: FOI-1727-2425 Thank you for your request received on 30 August 2024 asking for information about Ultra Low Emission Zone (ULEZ) penalty charge notices (PCNs) issued to drivers registered in Kent. Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we do hold the information you require. The ULEZ was expanded on 29 August 2023 across all London boroughs. Following the launch of the expansion, between 29 August and 25 September 2023, warning notices (WNs) were issued to owners of non-compliant vehicles who had not paid the ULEZ charge after driving in the zone. Warning notices were issued to ensure the correct action is taken in the future and to allow for any genuine mistakes that may have occurred. Since 26 September 2023, Penalty Charge Notices (PCNs) have been issued for contraventions. When a PCN is issued the recipient has the right to challenge it by submitting representation to us. When a representation is received and considered, a request for further evidence may be made and the PCN will remain frozen while the information requested is provided. Should the representation be accepted the PCN is cancelled. If it is rejected the motorist has a further right of appeal to an Independent Adjudicator at London Tribunals. This process can take up to three months, meaning it can be some time before an accurate figure of PCNs paid can be recorded. PCNs are issued to the registered keeper of a vehicle as held by the DVLA. This does not always indicate that this is where the driver resides. The most common case of this is when a vehicle is issued to a hire company, but the driver resides elsewhere. The table below details the number of PCNs, and warning letters, issued to an address with the said post code. PCNs cancelled are those for which a representation has been accepted or an appeal to London Tribunals allowed. Those written off indicate where we have accepted a part payment for a penalty and written off the remaining balance after a representation was made and accepted. Please note that the figures include PCNs issued to the same vehicle on more than one occasion so are not reflective of the total number of individual vehicles that have been subject to a PCN. The number of PCNs paid will increase over time. Any surplus received from the ULEZ is reinvested into running and improving London’s transport network, such as expanding bus routes in outer London and including services which may extend outside of the capital’s boundaries.
