Hello Please could you provide the report outlining the reasons for route 291 being temporarily curtailed (from 06/09/19) to Plumstead Common instead of running the full route round Woodlands Estate. If no report exists, please provide the steps taken and rationale for them - and by whom. Please provide details of the engagement on this subject with the local authority (Royal Borough of Greenwich) - both before the date Buses were curtailed and subsequently.

Thank you for your email received by Transport for London (TfL) on 9 September 2019.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm we do hold the information you require. You asked:

Please could you provide the report outlining the reasons for route 291 being temporarily curtailed (from 06/09/19) to Plumstead Common instead of running the full route round Woodlands Estate. If no report exists, please provide the steps taken and rationale for them - and by whom.

Due to buses grounding in Flaxton Road as a result of issues with the carriageway, buses have been curtailed to Plumstead Common, Warwick Terrace for safety reasons.

This diversion was introduced from 11:50 on 6 September. Following carriageway works being undertaken, the road should have been reopened from 18:30 on 11 September.

Please provide details of the engagement on this subject with the local authority (Royal Borough of Greenwich) - both before the date Buses were curtailed and subsequently.

The Royal Borough of Greenwich was advised by email as the road falls under their jurisdiction to repair. Please see a copy of the email attached.

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
