In a letter to XXX concerning the costs of ULEZ in October 2023 you made the following statement "Five million more people are expected to breathe cleaner air as a result of the London-wide ULEZ." Can you please provide the information, statistics and analysis forming the basis for the statement that 5 million people expected to breathe cleaner.
