Thank you for your request received by Transport for London (TfL) on 9 September 2019 asking for information about the Woolwich Ferry.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. Your asked for:

A)        Information on the Woolwich Ferry service from January 2019 until August 2019 including what boats were operational, and if a boat, or both boats, weren’t operation the reason why

B)        Between January 2019 until August 2019 any correspondence between TfL and Briggs Marine regarding the new boats

C)        Between January 2019 until August 2019 any correspondence between TfL and Remontowa following the delivery of the new boats

Please find attached the availability analysis reports supplied to us by our Woolwich Ferry operator, Briggs Marine. This is the only information we hold and the only format we hold it in.

We do not hold the data for November – February 2018/19 as the service was suspended from November 2018 to end of January 2019 whilst the new vessels were delivered and were under trial, therefore there was no service for performance to be measured against.

In accordance with the FOI Act, we are not obliged to supply the correspondence requested as it is subject to a statutory exemption to the right of access to information under section 43(2).

In this instance the section 43(2) exemption has been applied as disclosure would be likely to prejudice our commercial interests, as well as those of Remontowa and Marine Briggs.  This information relates to ongoing commercial negotiations and release of this information now would be likely to negatively affect these negotiations as well as hinder our ability to secure the best outcome for ourselves and our customers.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes.
