Did any TfL staff and/or members of its ‘London Streetspace Programme’ meet with a) RNIB, b) Guide Dogs for the Blind, c) Age UK, d) NHS, e)Mind, f) Rethink Mental Illness, g) British Heart Foundation and/or any other organisations representing the interests of those with physical, visual or mental impairments before altering the layouts of 6 of its bus stops on the CS7 Cycle Superhighway 7 in 2020, in the borough of Wandsworth, so that passengers have to cross a cycle lane? If so on what dates were those meetings held, who attended them, were minutes taken and how (attended in person, zoom conference etc) were the meetings held

Thank you for your request received by Transport for London (TfL) on 30 November 2020.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIRs) and our information access policy.  I can confirm that we hold some of the information you require. You asked:

Did any TfL staff and/or members of its ‘London Streetspace Programme’ meet with a) RNIB, b) Guide Dogs for the Blind, c) Age UK, d) NHS, e)Mind, f) Rethink Mental Illness, g) British Heart Foundation h) Transport for All  and/or any other organisations representing the interests of those with physical, visual or mental impairments before altering the layouts of 6 of its bus stops on the CS7 Cycle Superhighway 7 in 2020, in the borough of Wandsworth, so that passengers have to cross a cycle lane? If so on what dates were those meetings held, who attended them, were minutes taken and how (attended in person, zoom conference etc) were the meetings held?

Whilst we didn’t speak with any of the organisations you have listed prior to the installation of bus stop bypasses on the A24, we have engaged extensively on bus stop bypass design and implementation with Transport for All, Guide Dogs, RNIB, Age UK London and other organisations that represent older and disabled people. We worked with them in 2016 to understand the impact of the bypasses on older and disabled people which included research developed in collaboration. The outcome was the development of the Guidance Note for the Design of Bus Stop Bypasses, published in 2018.

We continue to engage with these groups on the Streetspace programme and ensuring our cycling infrastructure is inclusive. We have not met to discuss individual schemes, but held an online meeting with a wide range of older and disabled people’s organisations in June this year, at the beginning of the Streetspace programme, which included discussion of the types of infrastructure being used. Subsequently we have begun an engagement programme bringing together TfL specialists with representatives of older and disabled people’s organisations and active travel groups to review and work together on inclusive design solutions for the Streetspace programme. On 2 December this included a workshop about bus stop bypasses and other cycling infrastructure around bus stops  We work with these organisations and groups at a policy level, to ensure the views and experiences of older and disabled people are captured in the design of our cycling infrastructure.

We have also compiled an Equality Impact Assessment for the scheme which was reviewed by a member of our Independent Disability Advisory Group, which is a group of people with lived experience of having a disability, and with a range of professional businesses and academic expertise.
