Thank you for your request received by Transport for London (TfL) on 13 October 2022 asking for the Stage 4 Road Safety Audits (RSA) for the schemes at Elephant & Castle and St George’s Circus CS6.

We are aware that we previously stated that we had expected the Road Safety Audits (RSAs) to have been completed in January 2022, however, unfortunately, resource constraints and the significant road network changes following implementation of pandemic schemes has meant this process has taken considerably longer than anticipated and therefore these still remain incomplete.
The process of creating a Road Safety Audit is a multi-layered process involving input from a variety of specialist personnel which is then collated to form the final RSA and this work is still ongoing. Therefore at the present time we do not currently hold a completed RSA and the incomplete information we currently have is subject to change, and as such this information is subject to an exception from disclosure in accordance with Regulation 12(4)(d) which applies to information which is still in the course of completion, unfinished documents or incomplete data.
The use of this exception is subject to a public interest test, which requires us to consider whether the public interest in applying the exception outweighs the public interest in disclosure. We recognise that the release of information would promote transparency and we understand the importance of this particularly in the context of road safety. However, we consider that the public interest is best served by having the full and complete information available at the appropriate time to ensure that public debate on this matter can be well-informed, as well as data and evidence-led.
