You asked

I understand that Bond Street on the Elizabeth Line is due to open on 24 October 2022 subject to safety approvals. I understand that Emergency Lighting Completion Certificates are required to be attached to the Fire Risk Assessment and may be such a safety approval required. Many or all the Emergency Lighting Luminaires installed at Bond Street are not marked as required by Clause 22.6 of BS 60598-2-22:2014, which is a requirement of Clause 6.7 of BS 5266-1:2011 I have a Freedom of Information Request regarding the Emergency Lighting Completion Certificates for Bond Street as Follows: 1. The Emergency Lighting Completion Certificate DESIGN-DECLARATION OF CONFORMITY” has a section which asks if Clause 6.7-The Luminaires conform to BS EN 60598-2-22. The luminaires are not marked as required by this clause. Has the person making the design declaration indicated in the declaration that they do not conform to this clause and recorded a deviation? 2. The Emergency Lighting Completion Certificate VERIFICATION-DECLARATION OF CONFORMITY has a section which asks if Clause 6.7 and Annex C-The Luminaires conform to BS EN 60598-2-22. The Luminaires ARE NOT marked as required by this clause. Has the person making the verification declaration indicated that they do not conform to Clause 6.7 AND Annex C and recorded a deviation? 3. The Emergency Lighting Completion Certificate GENERAL DECLARATION that is to be completed and signed by the Responsible Person after the Design, Installation and Verification have been completed by the competent persons who carried out the work has a section to record the deviations from the recommendations given in BS 5266-1, BS EN 1838, and BS EN 1838. Have the deviations from Clause 6.7 and Annex C of BS 5266-1:2011 been recorded?

Thank you for your request received by Transport for London (TfL) on 13th October 2022 asking for information about Emergency Lighting Completion Certificates for Bond Street.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

Specifically you asked:

I can confirm that we hold information you require.

The Emergency Lighting Completion Certificate confirms that the Emergency Lighting used on the Bond Street Project complies with the requirements of BS 5266:2011. Any deviations are listed within the Emergency Lighting Completion Certificate, which in this case confirms compliance with respect to BS EN 60598-2-22:1998+A2:2008 clause 22.5. The material compliance, install and commissioning follows a robust process with all aspects approved by the Designer and Technical Authority (Crossrail Chief Engineer) as appropriate in line with the Crossrail Technical Assurance Process.
