You asked
Please could you supply me with a spreadsheet of average off-peak journey times between stations, in seconds, discarding disruptions or closures. This should include data for London Underground, London Overground, TfL Rail and DLR services.
This is similar to an FOI found at https://www.whatdotheyknow.com/request/station_to_station_journey_times but instead with the constraints outlined above and up to date.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm TfL does hold the information you require. You asked:
Please could you supply me with a spreadsheet of average off-peak journey times between stations, in seconds, discarding disruptions or closures. This should include data for London Underground, London Overground, TfL Rail and DLR services.
Please find the attached spreadsheet which contains the DLR off peak average scheduled runtimes.
London Underground scheduled journey times are available via the LU working timetables available on the TfL website at https://tfl.gov.uk/corporate/publications-and-reports/working-timetables On the first page of every timetable there is a table with distance and off peak runtimes for each station pair.
For London Overground and TfL Rail please see the following link https://tfl.gov.uk/modes/london-overground/london-overground-timetables
These are the current Overground timetables from which you can extract the station to station run time as you wish.
