You asked

Dear Sirs I should be grateful to know the regulations relating to consultation in respect of the above scheme. I attach for your information a plan of the scheme installed by Westminster City Council this month. The Council has refused to provide me with a response to the following : " I attach below a drawing provided to me today by TfL. Residing within a short distance from the location [and having not been consulted] I require to know: 1. The radius of the consultation area ; 2. The addresses to which consultation material was sent ; 3. Who had responsibility for the consultation ; and 4. Please provide all relevant documentation in answer to questions 1 to 3 above and generally as regards the scheme." I trust you can assist and that my request is understandable.

Thank you for your request received by Transport for London (TfL) on 22nd August 2024 asking for information about a consultation regarding the Cycle safety scheme at the Lisson Grove / Frampton Street junction.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

I attach below a drawing provided to me today by TfL.

Residing within a short distance from the location [and having not been consulted] I require to know:

1. The radius of the consultation area ;

2. The addresses to which consultation material was sent ;

3. Who had responsibility for the consultation ; and

4. Please provide all relevant documentation in answer to questions 1 to 3 above and generally as regards the scheme."

I am afraid that TfL does not hold the requested information, as this is not a TfL scheme and TfL has not run any such consultation exercise. This location is not on the Transport for London Road Network. Rather, the Highway Authority is the City of Westminster Council, and this scheme is a City of Westminster Council scheme.  TfL’s only involvement will be in dealing with a request from the Council to amend the traffic signals. However, any consultation activity in connection with the scheme would have been undertaken by the Highway Authority. I can therefore only suggest that you re-direct your questions back to the Council. FOI requests to the City of Westminster can be made via its website here:
