As a Freedom Of Information request, could you please tell me from what date fully electric vehicles were required to register as exempt from the congestion charge?

Thank you for your request received by Transport for London (TfL) on 23 November 2020 asking for information about Congestion Charge Registration.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

The regulations governing the Congestion Charge do not provide for an automatic exemption from the charge for electric vehicles. Rather, since the launch of the Congestion Charge on 17 February 2003, electric vehicles have been entitled to a 100% discount from the charge. The key difference between an exemption and a 100% discount is that a 100% discount requires registration with us.

Initially electric vehicles were 100 % exempt as part of the Alternative Fuel discount. That discount was then replaced by the Ultra Low Emission Discount which was subsequently replaced by the Cleaner Vehicle Discount. These discounts have always been subject to registration with TfL.
