Request ID: FOI-1675-1718
Date published: 30 November 2017
You asked
Dear Transport for London,
Can you send me any cycle safety assessments concerning Chelsea Bridge and its northern junction which includes Cycle Superhighway 8, that you have made since the completion of CS8 and any modifications you may have made to the junction.
I believe there is strong public interest in publication following the death today of a cyclist using this junction.
We answered
TfL Ref: FOI-1675-1718
Thank you for your email received on 27 September 2017 asking for Cycle Superhighway safety assessments. I apologise for the delay in responding to you.
Your request has been considered in accordance with the requirements of the Freedom of Information Act 2000 and our Information Access Policy. You asked:

Please find attached the information you requested.
Please note that names, email addresses and telephone numbers have not been included, in accordance with TfL’s obligations under the Data Protection Act 1998 (DPA), as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’. This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
I note your request is in relation to the fatality of a cyclist using this junction. Our thoughts are with the family and friends of the cyclist who sadly died after this collision. TfL will assist the police as they investigate the circumstances.
The attached information sheet provides details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.
Yours sincerely,
Melissa Nichols
