What is TFL's procedure for the continuance of service following the unexpected insolvency of a bus operator within London? Does TFL have an 'operator of last resort' for bus, along the line of similar bodies within the rail industry?

Thank you for your request received by Transport for London (TfL) on 11 October 2022, asking about our procedure for the continuance of service following the unexpected insolvency of a bus operator.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.

The failure of one of our bus operators has always been a strategic risk. Each circumstance is different, but a trade sale is normally the preferred option. We do hold on Operator’s licence through one of our subsidiaries which means that in appropriate circumstances we could operate buses directly, however there are no plans to resort to that.
