I have a few questions regarding the air cooling systems equipped on the New Tube for London rolling stock, set to be used on the Piccadilly line, manufactured by Faiveley Transport.
Regarding the air cooling systems:
1. When the ambient temperature is at the following temperatures (marked A-B/ in ºc), what will the saloon target temperature be?:
A. - 5ºc
B. 25ºc
C. 40ºc
2. What is the saloon air cooling system's maximum power consumption (in watts) under full load (train contains maximum passengers and 40ºc+ ambient temperature)?
3.What is the approximate cost of the supply of these systems from Faiveley Transport?
3. Regarding the driver’s cab, are they equipped with ‘air conditioning’ (using typical refrigeration and humidity/air extraction) and/or ‘air cooling’ (without humidity extraction)?
A. What is the maximum and minimum set temperature of the cab in ºc? Can the driver customise the temp and rate of air flow and/or humidity?

Thank you for your request received by Transport for London (TfL) on 21 August 2023 asking for information about New Tube For London Air Cooling Systems.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we hold some of the information you require. Your questions and our replies are as below:
Regarding the air cooling systems: 1. When the ambient temperature is at the following temperatures (marked A-B/ in ºc), what will the saloon target temperature be?:
- 5ºc target temperature 14ºc
25ºctarget temperature 23ºc
40ºc target temperature 29ºc
2.What is the saloon air cooling system's maximum power consumption (in watts) under full load (train contains maximum passengers and 40ºc+ ambient temperature)? This information is not currently held by us as the testing of the HVAC system is ongoing. 3. What is the approximate cost of the supply of these systems from Faiveley Transport?
In accordance with the EIR, we are not obliged to supply all of the requested information as it is subject to a statutory exception to the right of access to information under regulation12(5)(e). In this instance the regulation12(5)(e) exception has been applied as disclosure of the costs would adversely affect the confidentiality of commercial information in particular those of Faiveley, the current supplier as well as affecting TfL’s commercial interests. Disclosure of the information would disadvantage Faiveley in their ability to participate in future competitive bidding processes for similar contracts with TfL and other organisations as well as hinder TfL’s ability to negotiate the best value for money for similar services in the future.
The use of this exception is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money from our negotiations outweighs the general public interest in increasing transparency of our processes.
3. Regarding the driver’s cab, are they equipped with ‘air conditioning’ (using typical refrigeration and humidity/air extraction) and/or ‘air cooling’ (without humidity extraction)?
What is the maximum and minimum set temperature of the cab in ºc? Can the driver customise the temp and rate of air flow and/or humidity?
The cab HVAC is specified such that the temperature can be manually set by the train operator between 17 C° and 24 °C, in steps of 1°C. The air flow can be set to high, medium or low. The cab HVAC system does not include specific humidity control.
