Information on the grant of permission to commercial advertising company contracted to Hackney council

You asked

I am requesting information pertaining to the contract for external advertising screens on structures on the pavement on TfL roads (primarily, the A10 and A107). The project is overseen by the communication team of Hackney council. TfL has to consent to these structures on its highway. Hackney council intends to grant permission for these hoardings under Section 115 E of the Highways Act 1980 on the basis that 10% of the advertising time for council messages constitutes a public benefit justifying the erection of the structures. 90% of the time is for commercial advertising. Can you please release any information, emails, reports, correspondence on TfLs consideration of the legality of this.
