Thank you for your request received by Transport for London (TfL) on 19 November 2020 asking for information about Penalty Charge Notices (PCNs).
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
How many PCNs have been issued for parking contraventions Location OPP 411-421 Bromley Road BR1 4PJ, for Parking on the pavement in the last 3 years? How many were challenged on appeal? and how many appeals were successful...?
In order to challenge a penalty the recipient must first submit a representation to us. If the representation is accepted the penalty is cancelled. If we reject the representation the penalty remains outstanding although there is a further right of appeal to an Independent Adjudicator at London Tribunals.
In the last 3 years at this location, we issued 7 PCNs in total. We have received 5 representations against the PCNs issued. Of these 5 have been accepted and 1 is awaiting a decision. We have received no appeals.

We cannot provide this information as it relates to another parties personal data. We are therefore refusing this part of your request in accordance with TfL’s obligations under Data Protection legislation and section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
