What is the length of the closure of Colindale Station during the construction works in the current plan? 2. Will stations other than Colindale Station (eg. Thank you for your request received by Transport for London (TfL) on 17 August 2023 asking for information about the Colindale Station redevelopment.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we do hold the information you require.
 
Specifically you asked:

  1. What is the length of the closure of Colindale Station during the construction works in the current plan?

TfL is currently working on plans for temporary closures of Colindale station and the section of the Northern line between Edgware and Golders Green required by the project. Dates and durations are not confirmed at present. Once the timing is known we will ensure it is widely publicised.
 
  1. Will stations other than Colindale Station (eg. Burnt Oak, Hendon Central) be affected as well?

Other than during the planned short line closures between Edgware and Golders Green, Burnt Oak and Hendon Central stations will not be affected by the works at Colindale.
 
  1. What's the plan for the replacement buses?

There are plans for alternative transport arrangements to be put in place during the station closure. These arrangements will look to provide additional capacity between the Colindale area and Hendon Central station. Further details on this will be announced once the dates of closures are confirmed. TfL and Barnet Council will put in place comprehensive travel advice for local people and customers using the Northern line which will set out the alternative transport options and help passengers plan their journeys.
 
  1. Can the impact assessment be provided during the station closure? eg. how long the travel time of each passenger at Colindale will be increased? eg. how will the increased road traffic volume affect the road network nearby?

The impact on each customer will be different depending on their whole journey and exactly where they are travelling to or from.  London Underground uses a measurement called Lost Customer Hours (LCHs) to measure the impact of any closure or service suspension, planned or unplanned, on customers.  LCH is a measurement of the additional time taken for customers to travel as a result of the closure.  This is usually less for a planned closure as customers are able to change their entire journey, such as from home to work. LCHs can be monetised using an appropriate value of time: this represents the economic cost of a closure and is again routinely used by London Underground when appraising different means of delivering upgrades.
 
In the specific case of Colindale, it is reasonable to expect many customers to be aware of the closure and to avoid Colindale station altogether.  Therefore we do not calculate the disbenefit to individual customers as it will be different for each one.  It would be a substantial task to disaggregate LCHs in to a representation of each individual customer.  It should be noted that even at this level the data is sufficiently aggregated that actual individuals and their journeys could never be identified.

Our modelling does show where we expect to see any change in demand for other stations or routes.  In the case of Colindale we will see increased demand on local buses and walking to other stations, as well as more customers using other stations on the Northern and Jubilee lines, and on Thameslink.  We assess these to identify any mitigations required, which includes additional local buses or rail replacement buses, additional station staffing, and possible changes to the train service.  The ability of the road network to handle more buses is also assessed, around bus stops/bus station capacity.  There has not been any highway modelling or mode shift assumptions to car undertaken for Colindale station closure.
 
  1. Have the above being consulted to public previously?

The likely need for a station closure was explained during a public consultation event for the previous overall scheme held at the RAF Museum in December 2018 prior to the submission of the joint planning application, other than this no other consultation has taken place regarding the closure.
