Under the freedom of information act I am also requesting you provide me with statistics on how many people entered the ULEZ zone over the last 6 months and of those how many are fined. This should be presented by day and cover all 7 days of the week. Finally I would like a copy of the KPI’s the ULEZ management team is targeted with including operational performance and environmental concerns it is targeting its performance against them over the last 6 months

Your Freedom of Information request of 15th July 2019 has been passed to Transport for London’s FOI team for response. I apologise for the delay in doing so.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

The ULEZ was launched on 8th April 2019. As the scheme was new, between 8th April and 10th May 2019 we issued warning notices rather than Penalty Charge Notices (PCNs).

The attached spreadsheet details the number of unique vehicle registrations observed in the ULEZ on a daily basis between 8th April and 21st August 2019 (note that you may need to expand the column widths to see the data in full). This includes all vehicles driven in the zone irrespective of the vehicle type or whether it is compliant with the ULEZ standards. The number of PCNs issued for each day is also included.

There are no specific KPIs for the ULEZ Management Team. However, the Road User Charging management team is, together with colleagues across TfL, targeted with the delivery and operation of the Central London Ultra Low Emission Zone (ULEZ), as confirmed by the Mayor after Stage 3a of the consultations relating to the Mayor’s proposals to tackle air quality.
