Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

The ULEZ was launched on 8^th April 2019. As the scheme was new, between 8^th April and 10^th May 2019 we issued warning notices rather than Penalty Charge Notices (PCNs).

The attached spreadsheet details the number of unique vehicle registrations observed in the ULEZ on a daily basis between 8^th April and 21^st August 2019 (note that you may need to expand the column widths to see the data in full). This includes all vehicles driven in the zone irrespective of the vehicle type or whether it is compliant with the ULEZ standards. The number of PCNs issued for each day is also included.

There are no specific KPIs for the ULEZ Management Team. However, the Road User Charging management team is, together with colleagues across TfL, targeted with the delivery and operation of the Central London Ultra Low Emission Zone (ULEZ), as confirmed by the Mayor after Stage 3a of the consultations relating to the Mayor’s proposals to tackle air quality.
