This FOI request is the second of two related to the Submission made in August 2018 by Crossrail 2 to the Broxboune Local Plan Examination available at: https://www.broxbourne.gov.uk/resident-planning-and-building-planning-policy/written-statements-matters-6-11 .
Please provide the following information:
1) The assessment critera referenced in Footnote 5 of the Submission (unnumbered page 3) (the “Asssessment Criteria”).
2) Data and analyses and reports used by Crossrail 2 to apply the Assessment Criteria to crossing options and locations in the Northern Option Area of Search and Southern Alignment Option Area of Search (as set out in Appendix 1 of the Submission). Including the Windmill Lane level crossing usage data (pedestrians, cyclists and cars) referenced in para 1, section 3 (Windmill Lane Level Crossing) of the Submission (unnumbered page 3).
3) Documents and reports and analysis prepared by or for Crossrail 2 leading to and/or supporting the statements and references in the Submission relating to the closure of the existing crossing at Windmill Lane and/or the proposed new crossing from Cadmore Lane. (Ref Appendix 2 of the Submission).

Thank you for your clarification emails received by Transport for London (TfL) on 4 October 2018 asking for information about Crossrail 2.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and TfL’s information access policy. I can confirm TfL does hold the information you require.
However, given the extent of the information you are looking for, we are applying Regulation 12(4)(b) as we believe that the request is ‘manifestly unreasonable’ because providing the information you have requested would impose unreasonable costs on us and require an unreasonable diversion of resources.
You have requested 3 years of correspondence and 5 years of data, correspondence, reports and analyses and a variety of subjects. To answer your current request would take an excessive amount of staff time and resources to locate, extract and collate.
Information relevant to your request is held by numerous people within TfL and Crossrail 2, in both electronic and paper files, and in a number of different places, all of which would have to be manually searched, to some extent at least, to answer your request.
The use of this exception is subject to a public interest test, which requires us to consider whether the public interest in applying the exception outweighs the public interest in disclosure. We recognise that the release of information would promote accountability and transparency in public services and also help address your particular concerns about this issue. However, the time it would take to provide the information you have requested would divert a disproportionate amount of our resources from its core functions and on balance we consider that the public interest currently favours the use of the exception.
We will consider your request again, if you are able to narrow its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you have specific questions that you would like addressed we will be happy to consider those as this is less likely to raise concerns about the amount of resource required than a request that asks for ‘all emails’ on any given subject.
