You asked

I am exercising my right to request the following information regarding the ULEZ scrappage scheme. Please respond fully, and within the required timeframe: 1) Following the recent announcement that the Scrappage Scheme is being extended, please advise: - The amount paid out so far, and in respect of how many vehicles - The remaining scrappage scheme budget allocated, but as yet unspent 2) Please explain the criteria which are now being used to determine eligibility to receive payments under the scheme 3) Please explain the exact procedure for “scrapping” vehicles under the scheme; in particular, in respect of vehicles “scrapped” under the scheme: - Are they being de-registered and/or re-registered at the DVLA? - Are they being destroyed? If so, by whom, and what procedure is in place to ensure that the vehicles are not being re-registered for re-sale? - Are any “scrapped” vehicles being re-sold as working vehicles with the knowledge and consent of TfL? If so, how many vehicles have been sold to date, to whom, for what purpose (export etc), what are the total proceeds, and who is the beneficiary? - What changes to the scrappage scheme will be made going forward? In particular, if vehicles are not currently being sold as working vehicles, will this change in future?

Thank you for your request received on 17 August 2023 asking for information about the Ultra Low Emission Zone (ULEZ) scrappage scheme.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we do hold the information you require. You asked:
 
1)         Following the recent announcement that the Scrappage Scheme is being extended, please advise:
-           The amount paid out so far, and in respect of how many vehicles

There is £100m in funding remaining.
 
2)         Please explain the criteria which are now being used to determine eligibility to receive payments under the scheme

3)         Please explain the exact procedure for “scrapping” vehicles under the scheme; in particular, in respect of vehicles “scrapped” under the scheme:
-           Are they being de-registered and/or re-registered at the DVLA?
 
Under the rules of the TfL scrappage scheme, vehicles must be scrapped at an Authorised Treatment Facility (ATF). This must be confirmed by the scrappage applicant submitting evidence to TfL in the form of a Certificate of Destruction, as issued by the ATF, before a grant payment is issued. ATFs notify the DVLA that a vehicle has been destroyed and therefore the vehicle cannot be re-registered.
 
-           Are they being destroyed? If so, by whom, and what procedure is in place to ensure that the vehicles are not being re-registered for re-sale?

ATFs are also bound by the End-of-Life Vehicles Directive, that require these facilities to meet a target that at least 95 per cent of the vehicle is recycled and recovered. This is enforced by the Environment Agency.

As of 21 August, the scrappage scheme is now open to all Londoners. The scrappage scheme is always kept under review, but we have no current plans to make any further amendments to the scrappage scheme.
