Cycle path blocked on Bayswater Rd, London W2

You asked

Once again the cycle path is blocked by film location lorries and vans, and people from these vehicles standing by the very large lorries and vans. When I reminded them that this is a cycle lane they were abusive. I would like to know i) what is the nature of the contract to allow film crews to park on this cycle lane area; ii) who is paid what sum for this; iii) what provisions are made for the safety of cyclists during the period of the parking contract; iv) who monitors the behaviour of the film crews; and how many such contracts, for what values, have been let in the last 12 months. Please treat this as a Freedom of Information (FOI) request

Thank you for your request received by Transport for London (TfL) on 18 September 2017 asking for information about filming on Bayswater Road.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.

However, I can confirm that we do not hold the information you require. TfL are not the highway authority for this location, all permissions would need to be obtained from Westminster City Council. There is also no Cycle Superhighway (CSH) here so it is likely that the cycle lane is also Westminster’s.

We do work closely with other highway authorities in terms of filming permissions, but we have not been notified of any activities within this area over the last few weeks.

More generally speaking, if film companies are to approach us for the parking of technical vehicles on our roads they do need to apply for the appropriate suspensions/licences to do so within designated bays only. We do not permit parking on the CSH for filming. The only instance we may consider this would be during large scale events with road closures but then suspension notices and signage will be out on street on approaches to advise.
