Personal vehicle failing to meet ULEZ standards

Dear TFL,
I submitted this question to you a year ago when you said that you did not hold this information. However i am regularly hearing adverts that say four out of five cars are already compliant. Could you please send through the data that confirms four out of residents of the expanded ULEZ are already compliant..
I am really struggling to believe that this could be true, a walk down my street with 25 houses on has at least ten cars which are 99% chance are not compliant.
While this may be the case in the current ULEZ zone in the expanded zone i would like you to prove that 80% of residents cars are compliant as stated on adverts regularly.

Thank you for your request received by Transport for London (TfL) on 16 November 2020 asking for information about ULEZ.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
In one of our radio adverts to raise awareness and to prepare drivers for the forthcoming expansion of the central London Ultra Low Emission Zone (ULEZ) expansion we state that ‘four out of five cars already meet the standards but we need owners of the remaining older polluting cars, motorcycles, lighter vans and minibuses to take action’. Our advertising does not refer to 80 per cent of residents cars being compliant.
The ‘four in five’ figure represents the proportion of vehicles that meet the ULEZ required emissions standards that are detected by our Automatic Number Plate Recognition Cameras (ANPR) driving in the expanded ULEZ on an average day. Vehicles driving within the expanded area can originate from locations both inside and outside the zone and all contribute to the air quality in the zone. There may be instances where a particular location, such as the street you reference, has a higher number of vehicles that may not meet the ULEZ standards but that doesn’t change the overall average for the whole zone.
