b) Within this date range the number of instances when a vehicle in a QML but not registered for CCAP has been issued with a Penalty Charge Notice (PCN) for non-payment of the Congestion Charge.

I can confirm we do not hold this information.

When a PCN is issued we do not record whether the vehicle is listed on any accounts in any format.
