You asked

In order to place our request in context, we refer to press articles published in The Times on 17 September 2020 and in The Guardian on 16 September 2020 reporting that the overall cost of the Silvertown tunnel has increased to £2bn. The press articles above make reference to TfL’s published Annual Report and Statement of Accounts dated 29 July 2020, and in particular to a note on page 139 thereof which states that “From the Permit to Use Date [2025], the Corporation will make performance-based availability payments, initially at £65m annually and indexed until the expiry date of the agreement in January 2050”. We request that you provide the following information: 1. The overall initial price submitted by Riverlinx in its final tender under the above procurement. 2. The overall price payable to Riverlinx under the Project Agreement entered into in November 2019. 3. Whether the price payable to Riverlinx has increased and if so, by how much.

Thank you for your request received by Transport for London (TfL) on 13 November 2020 asking for information about the Silvertown Tunnel Project. I sincerely apologise for the delay in replying.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require.

Our response to the three questions you’ve asked is as follows:

  1. The overall initial price submitted by RiverLinx in its final tender under the above procurement.

The overall initial price (Adjusted Net Present Value) submitted by RiverLinx in its final tender under the above procurement is £813,284,042.

  1. The overall price payable to RiverLinx under the Project Agreement entered into in November 2019.

The overall price (Adjusted Net Present Value) in the financial model as per the Project Agreement entered into in November 2019 is £760,739,510.

  1. Whether the price payable to RiverLinx has increased and if so, by how much.

The Price payable has increased by £10.096 million. The majority (but not all) of this sum relates to payments resulting from the safe stop procedure implemented by TfL because of the COVID 19 pandemic.
