How many of these representations were then submitted to appeal with the tribunal? 4. How many of these appeals were successful? 5. The same information as the above 4 questions, but just for representations on the grounds of 'mitigating circumstances'?

Thank you for your request received by us on 11 August 2023, asking for information about the ULEZ scheme. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked:
1. The total number of PCNs issued for the ULEZ zone from July 2022 - June 2023 inclusive. 2. The revenue generated from these PCNs.
1,641,299 ULEZ PCNs were issued between 1 July 2022 and 30 June 2023 with £53,331,191 of revenue generated.
3. The number of drivers with a second (or more) contravention within 20 days of the original contravention.
4. The number of drivers with a second (or more) contravention more than 20 days after the date of the first contravention.
We do not record who is driving a vehicle. However, of the penalties referred to in Q1, 134,832 vehicles incurred a second PCN within 20 days of the first one being incurred. A further 47,419 vehicles incurred a second PCN more than 20 days after the first penalty was incurred.
5. The specific measures in place to support the very poorest section of society who cannot afford to buy a modern car but may need to drive within the ULEZ.
To support the London-wide ULEZ expansion the Mayor has introduced a £110m scrappage scheme to support Londoners on certain low income and disability benefits, and to London registered businesses with up to 10 employees, sole traders and charities. We are making changes to the scrappage scheme to help even more Londoners benefit from the funds that are available and prepare for the ULEZ expansion. These changes include adding recipients of Child Benefit to those who can apply to scrap a car or motorcycle. Charities operating in London will be able to apply for up to three vans and minibuses to be scrapped or retrofitted. Small businesses registered in London will also be able to apply to the scrappage scheme. More information will be available on the TfL website once the details are finalised:
The success of the previous scrappage schemes has resulted in over 15,000 older, more polluting vehicles being removed from London’s roads. The new scrappage scheme has incorporated what we have learnt from these schemes.
