Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we do hold the information you require. You asked for:

Please could you provide the original proposal documents made by the 6 successful applications to the Healthy Streets Fund for Business (https://tfl.gov.uk/info-for/media/press-releases/2018/september/new-funding-to-help-minimise-the-impact-of-deliveries-across-london).

Please find the application forms from the six successful applicants for the Deliveries Reduction Fund attached. The funding in all cases is dependent on individual and specific conditions. We are currently working with the successful applicants to satisfy these conditions.

The aim of this project is to reduce freight and van traffic while supporting deliveries and servicing on which London relies.

The Mayor’s Transport Strategy (MTS) https://www.london.gov.uk/sites/default/files/mayors-transport-strategy-2018.pdf sets out a vision for transport that delivers healthy streets and healthy people; all deaths and serious injuries from road collisions to be eliminated from London’s streets, a good public transport experience; and new homes and jobs. Freight delivery and servicing vehicles can influence all of these. Consequently the MTS aims to support essential freight while limiting the impact of freight journeys. It includes a target to reduce total morning peak freight into central London by 10 per cent on current levels by 2026.

Reducing the number of deliveries and consolidating goods and services into fewer vehicles is one of the key ways in which we can work together with partners to tackle this challenge. The Deliveries Reduction Fund offers business groups the opportunity, with their member businesses, to implement tried-and-tested approaches, show best practice, and make a positive contribution to their community and London. The programme has been designed to encourage sharing of lessons learned between the successful applicants and with the wider community of Business Improvement Districts and business groups in London.

Please note that in accordance with TfL’s obligations under the Data Protection Legislation any personal data has been removed, as required by Regulation 13 of the Environmental Information Regulations. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle, which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the legislation which would make the processing ‘fair’.
