TFL lost revenue due to unpaid pcns at enforcement stage with customers who use motability vehicles.

You asked

Dear Sir/Madam I am making an independent request for the purpose of market research. What I would like to establish is for the consecutive years 2015-2017 how many Pcns were issued and returned back unpaid due to someone using a motabilty vehicle. These Pcns would have to be at warrant of control stage with an enforcement agency and returned unpaid on the basis the case could not be concluded paid in full. Either because the person(s) refuse to pay a pcn have not challenged it or a judge has stated they must pay after an appeal and never have. This actual request for the years stated is to get an estimate of how many warrants of control were returned back to you directly and how much revenue you have lost as well as the cost you have spent sending these cases through the traffic enforcement centre. Baring in mind this is only for people on the Motability scheme using their vehicles. Any information you can provide will be helpful as I am attempting to find a solution to this issue.

Thank you for your email received on 12 September 2018 asking for information regarding PCNs.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our Information Access Policy. I can confirm that we do not hold the information you require. You asked:

There is no discount or exemption from Motability vehicles from either the Congestion Charge or Red Route restrictions. We do not record whether a vehicle is a Motability vehicle at any point in the process of issuing a penalty or warrant and therefore we do not hold the information.
