Thank you for your request received on 15 August 2023 asking for information about Ultra Low Emission Zone (ULEZ) penalty charge notices (PCNs).
 
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.
 
When we issue or cancel a PCN we do not record whether it is the first PCN that a customer has incurred and therefore we do not hold this information.
