Why is Brentwood in zone 9 and Harold Wood 3 miles away in Zone 6?

Please explain how you justify a 4 zone differential between these 2 stations for a 3 mile distance whilst for Harold Wood to Ilford a distance of 9 miles only 3 zone difference?
Also Epping same distance from London as Brentwood is in zone 6?

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require.
When the Mayor took control of fares from Brentwood on 31 May 2015, many fares were reduced and none were increased. Brentwood was previously not in a zone; the Mayor’s decision to place the station in Zone 9 brought price benefits for customers. When we took control of the local service to Shenfield the terms of transfer included an obligation not to reduce fares to a level out of proportion with those from Shenfield and further out. We are therefore heavily constrained by the Department for Transport in our ability to reduce Brentwood fares further.
