F/on from FOI-1328 Any correspondence or minutes of meetings with the SMMT between the start of January 2016 and June 2018 which include the ULEZ introduction as a topic will be sufficient.

 Thank you for your email of 11 September 2018, refining your request.  

 Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.  

 Whilst we appreciate your attempt to limit the extent of your request to correspondence and documents relating to SMMT, we are refusing your request under section 14(1) of the Act.

After carrying out a refined search, we consider that providing the requested information would still place an unreasonable burden on us. An email search has identified in excess of 300 emails which would each need to be manually reviewed to determine whether they are relevant to your request and then collate accordingly. In addition, many of these emails included attachments, which would also need to be manually reviewed in order to determine whether any exemptions might apply.  

 Our principal duty is to provide an effective transport service for London and we consider that the work required to answer this request would represent a disproportionate effort. It would be a significant distraction from our work managing the TfL network, requiring re-allocation of already limited resources and placing an unacceptable burden on a small number of personnel. We do wish to clarify that whilst we consider that your request falls under section 14(1) of the FOI Act, this does not reflect a conclusion that it has been your intention to deliberately place an undue burden on our resources. 

 Your current request asks for all correspondence, or minutes of meetings with SMMT that relates to ULEZ. In order to make best use of the processing time under FOI you may wish to focus your request only on meeting minutes or for correspondence that is specifically about a particular aspect of ULEZ that is of interest to you or a specific question we could answer which would provide you the information you are looking for.

 If you are able to further refine your request, we would be happy to consider this further.
