TFL told me to contact the local borough councils - as this falls under remit of Camden and Brent, I wrote to both and Camden have replied ( see below ) it is down to TFL.
Brent have not yet replied.

Thank you for your further request received by Transport for London (TfL) on 11th August 2023 asking for information about a camera on Shoot-Up Hill.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:
“Thank you for your reply. TFL told me to contact the local borough councils - as this falls under remit of Camden and Brent, I wrote to both and Camden have replied ( see below ) it is down to TFL. Brent have not yet replied. BUT there is a yellow box CCTV camera on Shoot Up Hill that no one is owing up to being responsible for/controlling. So under Freedom of Information statutes, please advise who has responsibility for this camera and to whom we must address our enquiry, assuming it is TFL. This request was/is time limited and TFL could be held responsible for a failure of a claim against a 3rd party, in the absence of being provided the appropriate information requested.”
I can confirm that we hold the information you require.
The camera you cite on Shoot Up Hill is a TfL-owned camera. This is a traffic violation camera that is used to provide evidence of people driving through red lights. When this camera captures offences these are sent to the Metropolitan Police for enforcement. We have no access to the footage that is generated by such cameras. Rather, such footage is held by the Metropolitan Police. As explained previously, TfL holds no footage of the incident in question.
