Thank you for your request received by Transport for London (TfL) on 18 October 2021 asking for information about Road Safety Audits for Elephant & Castle and St George's Circus in relation to CS6

Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. I can confirm TfL holds some of the information you require. You asked: Please would you provide Stage 4 Road Safety Audits for the schemes at:

a) the Elephant & Castle

b) St George's Circus

including the roads to the north of Elephant & Castle affected by the construction of CS6 ie 1. St George's Road from Elephant and Castle to its junction with Westminster Bridge Road 2. Westminster Bridge Road from Lambeth North Station to St George's Circus 3. Lambeth Road from St George's Circus to St George's Road.

For Elephant & Castle, we do not hold a stage 4 Road Safety Audit at present for this scheme.  We were in the process of commissioning the audit in March 2020 when the pandemic started; since then, severe resource constraints have meant that all work since has been focussed on Pandemic Recovery initiatives. However, we will now undertake the RSA4 and hope to complete it in January 2022.

For St George’s Circus and the specific roads you’ve asked about, a stage 4 Road Safety Audit is currently in progress for the section of CS6 covering those roads, (please note that the audit will only cover the parts of the roads where CS6 runs). This process is not yet completed, but is in progress. We hope to have the completed RSA4 available in January 2022. As such this information is subject to an exception from disclosure in accordance with Regulation 12(4)(d) which applies to information which is still in the course of completion, unfinished documents or incomplete data.

The use of this exception is subject to a public interest test, which requires us to consider whether the public interest in applying the exception outweighs the public interest in disclosure. We recognise that the release of information would promote transparency and also help address your particular concerns about this issue. However, we consider that the release of the draft information which is subject to change would prejudice our ability to carry out a full review by hindering our ability to challenge and refine the audit as it stands in a safe space before submitting it to public scrutiny and we consider that the public interest currently favours the use of the exception.
