You asked

Since the 25th November 2022 how many applicants to the van and minibus part of the ULEZ scrappage scheme have had their applications rejected because the vehicle has not been registered to the keeper or eligible organisation for 12 months or more prior to the scheme's start on 30th January 2023? What percentage of the total applications to the van and minibus scrappage scheme do these rejected applications constitute?

Thank you for your request received 13 August 2023 asking for information about Ultra Low Emission Zone (ULEZ) scrappage scheme applications for vans and minibuses that have been rejected.
 
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we do hold the information you require.
 
In order to apply for the scrappage scheme an organisation or individual is required to have purchased a non-compliant car, van or minibus before 30 January 2022. This criteria is in place to prevent individuals and organisations aware of the scrappage scheme, which launched on 30 January 2023, from purchasing a non-compliant vehicle in order to financially benefit from the scheme.   
 
Since the ULEZ Van & Minibus Scrappage Scheme launched on 30 January 2023 there have been 738 rejections of applications received and processed to date based on the vehicle being owned for less than 12 months prior to scheme launch (334 is where this is the only rejection/sole reason for the rejected application and 404 where this reason is one of many reasons).
 
Where this rejection reason is applied, it makes up 3.1% of the UVAMSS applications received and processed, up to 18 August.
 
It is too early to provide a final figure on what percentage of applications are approved or rejected. An evaluation report with a more detailed breakdown will be published following the closure of the scheme.
