Why is Aldgate and Aldgate east not treated as an interchange

I would like to know why Aldgate and Aldgate east are not treated as an interchange, they are 0.2 mi according to google maps and is a very simple route. At least have them linked via a dotted line to represent an Under 10-minute walk.
Are there any plans for an interchange between these two very close stations, I believe this would be very useful to change from the metropolitan line to the district line, rather than waiting for a Hammersmith and city line train to change at Liverpool Street.

Thank you for your request received by Transport for London (TfL) on 21 August 2019 asking for information about Aldgate / Aldgate East tube stations.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require.
By way of background, there is not currently an Out of Station Interchange between Aldgate and Aldgate East. Although the stations are geographically close there are very few journeys where in normal circumstances it would be quicker for a customer to walk, rather than changing trains elsewhere. As a result, the number of customers using such a facility are likely to be heavily outweighed by those making two separate journeys who might wrongly have these joined together should such an interchange be put in place.
During a service suspension or engineering works where it may be necessary for customers to walk between the two stations, emergency interchange settings can be applied.
There have been no requests for such a facility and we therefore have no plans to implement such a facility.
