Since the start of the introduction of PCN on the 18th Feb 2019 please could you respond with; 1. How many PCNs have been issued per month for violation of the weight/width/height limit. 2. How much money has been collected as a direct result of violated PCNs. 3. How many foreign (non-uk registration plate) vehicles have violated the restrictions. 4. Many many foreign (non-uk registration plate) vehicles have had PCNs issued. 5. Many many foreign (non-uk registration plate) vehicles have paid the charges.

Thank you for your request received by Transport for London (TfL) on 19 August 2019 asking for information about Rotherhithe Tunnel fines collected.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked: Since the start of the introduction of PCN on the 18th Feb 2019:

1. How many PCNs have been issued per month for violation of the weight/width/height limit.

Any vehicle which is registered with the DVLA as being more than two metres (6'6") high and two metres (6'6") wide or goods vehicles weighing more than two tonnes (gross vehicle weight) are not safe to travel through the Rotherhithe Tunnel; we do not differentiate between vehicles i.e. HGVs and LGVs.

The below table details the amount of PCNs we issued to drivers whose vehicles were observed by our cameras on the northbound and southbound Rotherhithe Tunnel approaches which exceeded the width and weight restriction since it was introduced on 4 February.  (All figures are correct as of 16 August 2019).

2. How much money has been collected as a direct result of violated PCNs.

The total value of payments received for PCNs issued to drivers whose vehicles were observed by our cameras on the northbound and southbound Rotherhithe Tunnel approaches which exceeded the width and weight restriction since it was introduced on 4 February is £5,336,763.

3. How many foreign (non-uk registration plate) vehicles have violated the restrictions.

Since this restriction was introduced on 4 February, 80 non-UK registered vehicles have been observed contravening.

4. Many many foreign (non-uk registration plate) vehicles have had PCNs issued.

Of the 80 non-UK registered non-compliant vehicles observed on the Rotherhithe Tunnel approaches, 49 of these have been issued a PCN.

All non-UK registered vehicles, both in and outside the EU, are subject to this restriction in the same way as those registered in the UK.

In cases where the restriction is breached, the European Parking Collection PLC has been authorised to act on our behalf in administering the issuing of Penalty Charges to the keepers of vehicles registered outside the UK. However, there is still difficulty in identifying the drivers of non-UK vehicles, principally because no legal framework exists to allow civil debts incurred in a foreign country to be transferred to the court system of the resident country.

5. How many foreign (non-uk registration plate) vehicles have paid the charges.

Seven have fully paid. Seven have part paid.
