Under the Freedom of Information ACT, can you please provide me with a breakdown of Surface Transport wage bill actual and difference to budget for the financial year 2018/19 and 2019/20. Could the figures be broken down by the following: • Band, 1, 2 and 3 (Non Operational and Operational) • Then by Equality ACT strands i.e. Gender, BAME, Disability, Age and Protected Characteristics unknown or prefer not to say (Non Operational and Operational) • NPL cost per band for 2018/19 and 2019/20 (Non Operational and Operational)

Thank you for your request received by Transport for London (TfL) on 19 August 2019 asking for information about our Surface Transport wage bill.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy.  I can confirm we do hold the information you require. You asked for a breakdown of Surface Transport wage bill actual and difference to budget for the financial year 2018/19 and 2019/20. You asked for the figures to be broken down by:

  • Band, 1, 2 and 3 (Non Operational and Operational)

     

  • Then by Equality ACT strands i.e. Gender, BAME, Disability, Age and Protected Characteristics unknown or prefer not to say (Non Operational and Operational)

     

  • NPL cost per band for 2018/19 and 2019/20 (Non Operational and Operational)

Unfortunately, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

We have estimated that it would significantly exceed the cost limit to provide a response to your current request. We do not centrally record the budget for all of Surface Transport and so we would need to locate, extract and collate all of the information requested across the various business areas and consider whether there is any relevant breakdown held as requested for each.

Additionally, Non Permanent Labour (NPL) data would not generally be recorded within the wage bill data we hold as they are generally paid via a purchase order, so further work would need to be done to extract and compile this data. Therefore, to provide all of the information you have requested would exceed the cost limit.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking.  We believe that we would be able to provide some of the information you have requested but with limitations placed on the data, for example we would be able to provide a snapshot of the payband and diversity data  that was relevant to your request as at 31st March 2019 for Surface Transport.

Please note that we will not be taking further action until we receive your revised request.
