Thank you for your email of 5th September 2022 asking for information about the ULEZ camera on Westgate Street.
Your requests for specific, recorded information have been passed to the FOI team for response. Your questions have been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
The following elements of your request fall under the terms of the FOI Act:
“3.When was the camera on Westgate Street installed and when did it start issuing PCNs? 4.How many PCNs have been issued by this camera and what are the current statuses? 5.Please provide me with copies of the memos exchanged in relation to the installation of this camera and subsequent approval showing the dates.”
I can confirm that we hold the information you require.
In answer to the first question, the installation of this camera was completed on 6th May 2022.
In answer to the second question, note that if a motorist receives a PCN they believe to have been wrongly or unfairly issued they have the right to challenge it by making a representation to us as instructed on the PCN itself. If the representation is accepted the penalty is cancelled. If we reject the representation the motorist has a further right of appeal to an Independent Adjudicator at London Tribunals. If the appeal is refused the penalty remains open. If it is allowed the penalty is cancelled.
Since 6th May 2022 date there have been 85 PCNs issued for non-payment of the ULEZ charge with the first PCN being issued on 12 August 2022. Of these 85 PCNs, 77 are currently open, 4 have been cancelled and 4 have been paid in full.
It should be noted that the camera that issued the PCN is not necessarily where the zone was entered or exited. A vehicle may be captured on multiple cameras when in the charging zone and we use the clearest image for issuing the PCN. We cannot tell where a vehicle entered or left the zone without knowing the exact journey and route taken on the day.

Note that the contact details of TfL staff, and the names and contact details of external staff, have been redacted under section 40(2) of the Freedom of Information, the exemption that protects against the unfair release of personal data.
