TfL Ref: FOI-1499-1920/EH
Thank you for your request received by Transport for London (TfL) on 17 August 2019 asking for information about Revenue Inspectors.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:
I request details of how members of the general public may authenticate the identity of the organisation's official Revenue Protection Inspectors, including samples of identification/warrant cards or other identification issued to the relevant personnel, and how these instruments of identification may be authenticated without mobile service on the London Underground or the presence of independent staff members on underground services.
Both London Underground, Revenue Control Inspectors (RCIs) and Bus, Revenue Protection Inspectors (RPIs) are issued with a badge with a unique number on it, please find a sample attached. These badges are registered, maintained and reviewed regularly. In the same wallet is a photographic identity card which has the associated number. RCIs and RPIs normally show these together.
The badge and ID card remains in the possession of the RCI or RPI at all times. We hold a record of all LU RCI badge and Bus RPI numbers.
If lost/stolen, they must report it to the British Transport Police.
Both RPIs and RCIs wear the badge and ID on a lanyard around their neck or in a wallet. It is usually shown when they approach a customer. The customer can request to see the badge and can be given the badge number for identification purposes.
If a customer wishes to make a complaint about RCIs or RPIs they should contact the Customer Contact Centre. Contact details can be found on the TfL website at https://tfl.gov.uk/help-and-contact/
Please also inform me of the rights members of the general public may claim when challenged by an alleged Revenue Protection Inspector.
Anyone who travels on our rail network is subject to the Transport for London railway bylaws. These bylaws require anyone traveling on the network to have a valid ticket for their whole journey which is available for inspection by a member of staff, BTP or other authorised person. Failure to produce a valid ticket is a breach of the bylaws and may incur a penalty fare or prosecution. A Revenue Control Inspector will always show their badge number as ID when requesting to see a ticket.
Fare evasion on London Buses is contrary to the Public Passenger Vehicles Act 1981 and the Public Service Vehicles (Conduct of Drivers, Inspectors, Conductors and Passengers) Regulations 1990. According to the TfL Conditions of Carriage, all passengers have a duty to show their ticket when requested when asked to do so by TfL, and failure to do so may lead to a penalty fare or prosecution. A RPI will always provide their badge number as ID when requesting to see a ticket.
On Trams, DLR and London Overground, the service operators hire their own inspectors, so they are not employed by TfL.
