I would like to know the basis on which the distributors of free newspapers have been given permission to occupy the public domain (specifically, the narrow footpath) outside of Liverpool Street station, with both fixed structures and temporary trolleys, which are left unattended.

Thank you for your request received by Transport for London (TfL) on 3 September 2018 asking for information about the distribution of free newspapers on Bishopsgate.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
There is no formal agreement, however the Evening Standard has distributed papers at this location for many years. We have contacted them and asked them if they can tidy up their site and remove any obstructions.
